What is the SNS user number?

The Portuguese National Health Service uses a national user number to identify people in the public healthcare system. Foreign residents can qualify for registration under the rules applicable to their residence and administrative status.

Identification number versus healthcare entitlement

Receiving an SNS user number is an administrative identification step. The way healthcare costs and coverage are handled can depend on the person’s status and the healthcare service concerned. New residents should therefore distinguish between being registered in the system and the separate rules that determine access and payment.

Registering after arrival

Eligible foreign residents may be able to request the SNS number through public-service channels. As of September 2026, gov.pt states that certain foreign residents with a Portuguese address can request NIF, NISS and the national SNS user number together at selected Espaços Cidadão.

Local health centre

After obtaining the relevant identification, residents commonly deal with the health centre serving their area for primary-care registration and local services. The documents requested can include identification, Portuguese address details and immigration or residence evidence.

Keep information updated

If you move, update the address used by the relevant public services. Having consistent address and contact information makes it easier to receive appointments, referrals and administrative notifications.

Private insurance and SNS

Some residence routes require insurance during the visa or initial residence stage. After registration in Portugal, residents may use the public system while also keeping private insurance if they choose. The two arrangements are separate.
