Driving Licence Exchange in Portugal
Your licence rules depend on where it was issued
Portugal does not apply one identical rule to every foreign driving licence. The right to continue driving, the deadline for exchange and the documents required depend on the issuing country, international agreements, age and residence status.
EU and EEA licences
Licences issued by EU or EEA countries generally benefit from European recognition rules, although registration or replacement requirements can arise in particular circumstances.
Licences from other countries
Some non-EU licences can be used for a period after residence begins or exchanged under bilateral or international arrangements. Other licences can require testing or additional formalities.
Do not miss a deadline
If your licence must be registered or exchanged after becoming resident, start the process early. Driving after the permitted period can create legal and insurance problems.
Documents
The exchange process can require identification, residence evidence, the original licence, driving-record or authentication documents, a medical certificate and, in some cases, a psychological assessment or translation.
Check IMT guidance
The Instituto da Mobilidade e dos Transportes is the relevant authority for driving-licence rules. Check the current IMT instructions for the exact issuing country before relying on general information.
